A New Campaign Law

Without fanfare and without any cameras present, President George W. Bush signed a bill into law on March 27 that will change the way political campaigns are run. Bush said the bill was "flawed in many ways." But he admitted that the new law would improve the way money is raised to pay for election campaigns.

The law limits "soft money"—the hundreds of millions of dollars that corporations, labor unions and wealthy individuals give to political parties.

Republican Senator John McCain of Arizona and Wisconsin Democrat Russell Feingold fought long and hard to get the bill passed. After seven years of debate, the Senate gave final approval by a vote of 60 to 40. The new law will not take effect until after this November's elections.
