The Struggle to Keep Guns out of Kids' Hands

The issue of gun control was in the news again, following a tragic shooting in Michigan last week.

The shooting, in Mount Morris Township, is especially troubling because it involved two first-graders. A 6-year-old boy, who had been living under very poor conditions and away from his parents, shot a classmate, and she died. He is too young to be charged with a crime. However, the shooting raised questions about whether the gun owner should be held responsible when a child finds and uses a gun.

In the wake of the shooting, President Clinton pressed Congress to pass laws that would require child-safety locks on guns and more background checks on the people who buy guns.

"The accidental-gun-death rate of children in America is nine times higher than that in the other 25 biggest countries combined," said President Clinton. "We just don't have any excuses" for letting guns fall into kids' hands, he said.
