During a weekend conference with Asian trading partners in Shanghai, China, Bush met with the leaders of 20 countries. The purpose of the forum was to discuss trade, but the fight against terrorism was the President's first priority. Chinese President Jiang Zemin and Russian President Vladimir Putin both joined Bush in condemning "terrorism in all forms."
