For the first time ever, the House of Representatives punished its Speaker for breaking the rules. The House voted 395 to 28 to scold the absent Newt Gingrich and fine him $300,000. Gingrich admitted he did not seek proper legal advice on using some political donations and gave wrong information to ethics investigators.
