Streets turned into rivers, and rivers looked more like seas as heavy snows and torrential rains pelted Western states last week. More than 40 counties in Washington, Oregon, California, Idaho and Nevada were declared disaster areas. Thousands of people were without electricity and telephone service. The storms caused at least 14 deaths and millions of dollars worth of damage.
